Does Popper argue in favor of metaphysical statements? Or does he just argue against the positivists?

I feel that his argument is circular because it is said that the positivists ignore the problem of induction of imposing a line of empirical binary / Science non-empirical, that science or no science. However, he does not know that all metaphysical statements are inductive? Thus, with his own argument against the positivists sanctioning the possibliity metaphysical statements scientifically valid. Am I missing something? If metaphysics is synonymous with Karl Popper?
